Hello,
You will be allotted your exam centre based on your preferences.UPSEE is conducted across 9 states including West Bengal.So based on the availability of exam centre and your preferences you will be allotted exam centre.It is not definite that you may get your exam centre in West Bengal.
Here is the list of states in which UPSEE is conducted

Uttar Pradesh
Madhya Pradesh
Uttarakhand
Delhi
Bihar
Jharkhand
Rajasthan
West Bengal
Maharashtra
