Well, it is not necessary that all the govt  colleges would have biotech stream.

Many of the NITs like Durgapur, Calicut, Rourkela, Warangal do offer biotech course.
BIT Mesra too offer this branch.
Another better option for you can be BITS, Pilani. It can be better choice than NIT members.

But in my opinion, you should look for better branches like CS or IT as biotech is still developing in India.
Therefore, the number of job openings and pay packages are both very low when compared with IT and CS fields.
