In bcece counselling is there any chance to get that clg which below from that choice which is allotted to me in 1st round. If i upgrade clg

No, you can only get above choices not the below choices than the alloted one.
Because it is automated auto upgradation system.

If u have got 3rd choice then after upgradation you can only get 2nd or 1st choice if seats are vacant you are eligible.
