I don't have much knowledge about that but yes Chandigarh University offers B.tech courses in gaming and graphic designing. And some other colleges are like Lovely professional  University, perl university, chitkara university, UPES etc. Chandigarh is somewhere best among these, you can try other also if you want decision in up to you.
