It depends completely on the College rules, if the college allows students to wear formal attire, then you can attend college without uniform.

But if the college has strict rules regarding the uniform, then you must attend the college with proper uniform.

Rules regarding uniform is different in different colleges.

In some colleges Uniform is mandatory for First years, This is to prevent practice of ragging of first years from the seniors And after that there is no need students can attend college in civil dresses as well.

Some colleges have dress codes for the students and also some colleges do not have any uniforms at any year.

It totally depends upon the college.
