Yes of course opening and closing same means only one student take admission for that course then obviously if you have better rank then you will get the seat.

This is mostly the case with PwD where very few seats are reserved for particular course so only you are seeing previous record.

Opening rank doesn't not means that stidestu better than the rank can not get armiadmis rather it means previous year the best rank to took admission in that course.
