No, being allotted a seat under the SNQ (Supernumerary Quota) in one round doesn't guarantee it in the next, even if you choose a college with a high cutoff and reorder your choices.
The SNQ quota is based on merit within the eligible income group and is separate from the overall merit list. If your income is no longer within the eligible range for SNQ in the subsequent round, or if the number of eligible candidates with higher merit exceeds the available SNQ seats, you may not get the SNQ seat even if you choose that college.
