Well, yes, many of the government polytechnic colleges offer Diploma in Computer Science. The duration of the course is 3 years. The only criteria to get admitted into this stream the candidate should have passed in 10th standard exam and 10+2 / ITI science stream.
Diploma in Computer Science and Engineering is a 3 year full time course.
