The rank below 5,000 is on safer side for fetching a government seat in agriculture or other courses under icar.

But you should try for Councelling  may your luck favours.

Category are - 

BHU 690

Rani Laxmi Bai Central Agricultural University  39000

CAU Imphal 3200

Nagaland University 3400

So if you are from OBC category, then you have chances of getting Rani Laxmi Bai Central Agricultural University at your rank.
