Once while paying the fee if you have submitted documents and reserve the seat, seat will be allocated to you and you are left with no choice, if not you'll be having other opportunity.

By paying seat acceptance fee you agree to accept the seat in the institute. If you freeze the seat at the time of Document verification you will not get a seat in any of the rounds. But if you choose to float then if you get another institute you can take the admission in that institute.
