The Process of getting a seat in Aiq is that if you get a seat in the First round you can take it or you can go for upgradation but in the second round you can take the alloted seat only as there is no upgradation option but if you do not want to take the alloted seat the you should not report to the centre and your Security amount will be utilised and will not be refunded.

Yes you can do that. If you do not report to the alloted college within given time period then the seat will be automatically cancelled and you can go for state counselling without any problem.

But you do not have that option in 2 nd phase of AIQ counselling.

There will be 4 rounds of neet counselling 2020 , if a candidate does not get any seat in 1st rounds he or she can go for next round . and if he wish to upgrade his seat then also he is open for other rounds. And for state counselling, it starts after the ALL India Quota counselling and candidate needs to register for it or each state provides its own provisional merit list .
