Yes you have to make a fresh registration for stray vacancy round even if you have appeared in the earlier rounds of NEET Counselling. One can participate in stray vacancy round. If he/she has qualified NEET 2020 as per the qualifying cut-offs given below then he/she is eligible for stray vacancy round even whether  appeared or not for any other round of counselling :-

• General - 50th percentile - 720-147 marks
• General-PH - 45th percentile - 146-129 marks
• SC/ST/OBC - 40th percentile - 146-113 marks
• SC/ST/OBC-PH - 40th percentile - 128-113 marks

Stray Vacancy round is conducted by the respective institutions itself, no any other organization is responsible for it and this round is conducted to fill the vacant seats which are left out in the NEET counselling and it is not compulsory that every institution must conduct stray vacancy round because if they have seat remain vacant then they can conduct stray vacancy round to fill up those seats.
