If you have not registered for the counselling process and the date of registration is gone then you will not be able to participate in any rounds and also not in the second round of counselling directly. So you need to have registered yourself in order to get the counselling rounds done. Directly you cannot participate if you have not registered but you can if you have registered yourself online.
