I think every college will allow your mobile phone in hostel. Because it's your personal things. If you can't allow for using mobile then how to contact your family and friends. And in now days everything available on internet. If you can't use the phone how you can study. So every college will allow using phone in hostel. May be some nursing college give some restrictions like in evening you can't use phone for study times. But allow phone in every hostel.
