Branch change is subject to availability of vacant seats first of all. So if the number of seats are higher then the number of vacant seats might be higher that's one thing. Also, you have to score certain percentage of marks among the students who have applied for those seats from various other departments as well.

Every IIT has different policies for branch change. And ease of branch change cannot really be compared.

But one of the things it is relatively easier to get a branch change in the new generation IITs because the number of students is lesser and hence the competition is also considered to be a bit less.

In some IITs like IIT Hyderabad the ease of Branch Change also depends on which branch you are in.
