I am not sure if good universities and colleges offer part time industrial design courses. The well known ones like IIT Bombay, IIT Delhi offer the master's course and admissions are through CEED. A lot of private institutes are there but I wouldn't recommend simply because there is not much information about their affiliation, course authencity and such details.
