Sorry, it cannot be used. The reason being

Domicile is a certificate signed by an officer which gurantees that you/parents have stayed in a particular place for a certain amount of time pertaining to which you are eligible for state admission.

In passport, the address doesnot say so it just says where you lived at the time passport was made.
