You can definitely take the 2nd drop as there is no age limit to take the JEE Mains exam but if you weren't able to solve much questions in 1st drop inspite of the nationwide lockdown I guess 2nd drop will also be of no good because JEE is a type of exam in which you solve as many question, it seams less to the aspirant.
Also, still the 3rd and 4th phase of JEE Main 2021 is left to be conducted. You still have time to ace it.
Anyway, at the same time if you think you can get CSE in top NIT in 2nd drop then go for it as you seem to be very confident about it.
Don't lose hope and work harder this time with dedication and solve all the questions from practice papers, previous year questions, NCERTs and from books of renowned authors. Take mock tests.
