Yes you are. You need to get a certificate to that end from Medical board constituted by Central / State Govt.

Under Section 33 of Persons with disabilities Act 1995 , if your disability is 40% or more, you can be treated as Physically impaired under relevant category. You will have to produce this certificate before competent authority
