BCA is majorly provided by the private institutions across India and at private universities it is very difficult to study on government aided money or you can say that there is very less chance to study free of cost there as they have to cover their costs and show income in the financial statements.

What you can do is to avail scholarship which many colleges provide up to 100% fees waive off based on 12th class marks (mostly above 80%) or based on the semester end exam marks (mostly above 8.5 CGPA).
