See Btech stands for Bachelor of technology but BE stands for Bachelor of Engineering. Both are the 4 year undergraduate program of Engineering. But the little difference is BE is slightly more related to theoretical programs whereas Btech stands for technological studies. More or less both are same.

Not only for computer engineering it is all about all Engineering streams.
