EWS certificate is made so you can get 10% quota in state jobs and centre jobs. Yes for EWS certificate caste certificate is needed. Along with that

Aadhar card

Domicile certificate

Property certificate

Pan card  are also needed.

EWS certificate is just like income certificate.

Economically Weaker Section(EWS)is a  just like income and assest certificate it is not caste certificate.You have to belong to general category for ews reservation.Based upon the EWS certificate, you can avail the benefit of reservation of 10% for EWS section in government jobs and higher educational institutions across the country.The eligibility to apply for ews is as follow

1) The gross income of their family is less than 8 Lakh per annum.Here family income includes earning from all sources such as agriculture, salary, profession, business etc.

2) You should also meet below things for ews certificate issuance

1. 5 acres of agricultural land & above,
2. Residential plot should be 100 square yards & above in notified municipalities,
3. The residential area should be1000 square feet & above,
4. Residential plot should be 200 square yards & above in areas other than the specified municipalities.
