Both are the same things, you don't need to submit separately.

If you are Gen category candidate you don't need to upload any documents.

As you mentioned you are OBC-NCL Candidates so you need to upload OBC-NCl certificate either central or from state to get the benefits of reserved seats for obc in counselling.

So you can just upload your OBC-NCl certificate It's enough. You don't need to provide category certificate same will work for you.
