If there are no better options available, you can opt for Pantnagar for sure. Placements are decent nowadays as the mass recruiter TCS along with some new companies like Nucleus is hiring most of the students.

If you are admitted to Gurdauri- Pauri(GB Pant University) somehow, then also placement chances are high (ADOBE gave 8 lac per annum package in the year 201415).
