It depends upon rank in general, however, if you are applying as a reserved category student, it will check your category rank. Suppose there are 100 seats and out of which the 50 are UR and other 50 are reserved. Then for a general candidate first 50 will be there and for the reserved candidate the other 50.

However, sometimes a reserved category student can apply for UR seats but the vice versa is not true and such kind of cases are subjective and relative to counseling authority, exam and other factors.
