If you fall in any of the categories like OBC, ST, SC etc. you will be given a rank based on your category. Thus, when you will be called for further counseing process, it will be done on the basis of your category rank i.e OBC and not general rank. Students falling in different categories have this benefit of getting selected even though they have less marks than a general category student.
