see the study certificate is generally issued from the head of the institution authority. however you did not mention which of the exams you have applied for.  generally for entrance exams like kcet, study certificate is need to signed by block education officer for document verification purpose. if it mentions that  sign is needed in study certificate than you have to go for it to sign by beo.

follow the information brochure carefully and follow accordingly.
