As your query is you want to know whether a dropout Student after 12th exam is eligible for KVPY exam. Here I would like to tell you that according to set and norms set by the administration of KVPY, no dropout Student is allowed to appear in the exam. 

Only those students who are in either 11th or 12th standard or are involved in graduations 1st year are eligible to appear for exam.

So if you want to re appear or appear for the exam of KVPY you need to be a graduation 1st year student.

Sincere class 12 dropper you are not eligible for KVPY examination through SX category and can either get admissions in IISC through this KVPY examinations.

Although if you want to get yourself qualify in SB category for KVPY examinations then you eligible for this through SB category where you will not get admissions at IISc. Although scholarship will be given  to you, you can say grant and certain other certificates from IISC through KVPY.

For SB category you need to enroll yourself in the first year of under graduation program, where your under graduation should be in in some basic science courses.
