Yes, It is considered only when your annual
income on it written below 1 Lakh and it
should be latest i.e it should be after 1st Jan
2019 as you have written TSEAMCET in 2019

Any OPEN CASTE candidate who is
economically backward (whose annual
income below 1 L) can apply for it in Me
seeva

Advantages of having EBC with below 1
lakh are

• You can get 35k fee reimbursement if

       your rank is above 10k.

• You are eligible for full fee

reimbursement if you have
TSEAMCET rank below 10k. (You
should apply for fee reimbursement
later on admission into your new
college.)

It doesn't give any reservation quota to you, so it does not play any role in getting a college.

As per your query... NO!!!! EWS/EBC is not applicable for tseamcet 2019, since Telangana government has not passed EWS bill in the assembly. It would benefit your juniors or super juniors batch.

So, you cannot apply EWS/EBC in  TS-EAMCET YOU 2019.
