I don't know about this exactly. Since, most of the states consider english as an essential language.  I think in CGBSE also English language may be compulsory. Once go through the below link, you may get answers.

Not really but you will be having options in First Language and Second Language like English, Hindi, French etc. In that you have to choose one language which is comfortable to you while applying for admission process. For more information you can go with this official link- cgbse.nic.in
