Hey Aishwarya,
The eligibility criteria for UPSC exam is given below :

You must have obtained a Bachelor's degree from any recognized university or institution, even who are going to write final year examination and those who have awaiting results can apply
You must be the citizen of India, Nepal, or Bhutan, etc.
The candidate must have minimum age of 21 years.
So you would be eligible for writing UPSC exam after graduating from Functional English + all above criterias are also applicable.
