It seems the income certificate that you are talking about is still under satges of being issued. The Facilitation Centre should allow your reciept but you will have to submit the actual certificate eventually. So I don't think it should be a problem to be honest. Well you should try going with whatever you have and with some other bank statements as a proof too. You'll be fine.
