In order to fill UPSC ESE application form, candidates must be 21 to 30 years of age, the aspirant must not have been born earlier than January 02, 1988 and not later than January 01, 1997, and must have passed their graduation in engineering or should be appearing in final year of graduation.

The age eligibility criteria for ESE exam states as follows:

1) UPSC Sets the lower age limit for IES 2020 exam is 21 years and Upper age limit is 30 years. 2) The candidate must not born earlier than 2nd January 1990 and not later than 1st January 1999. 3) Candidates applying for IES 2020 should meet the age criteria by 1st January 2020

So , it is 1st january not 1st august.
