The name of the institute itself says it is an institute not a college.
.

Firstly Know differences between College and Institute,
.
College is a an academic branch which only offers undergraduate course like BSC, b.com, BBA etc
.
Institute is an academic branch which offers all kind of academic education like,  undergraduate, postgraduate, PhD, diploma etc.,
.
Now, Institute of health science, is a academic branch, which offers even master's course. So, it is an institute.
