No, you are allowed to carry any bag to the examination hall but you are allowed to carry a bag to the examination center. The things that you are allowed to carry to the examination hall are

Print-out copy of admit card
Two passport size photographs
Identity card
PWD certificate it applicable
Face mask, Gloves, hand sanitizer 50ml in a transparent bottle

Apart from these you are not allowed to carry anything to the exam hall. Please read the NEET Exam day guidelines
