Well, brother according to the rules of participating in JoSAA counseling
Yes you need to have a 75% or under top 20%ile in your concerned board list.
Failing into this category would meant, you cannot appear in the JoSAA counseling and hence won't be able to get admit in colleges like NIT/IIT/IIIT.
I would recommend you to try for JAC counseling, in this board criteria is quite relaxed.

Yes, It is compulsory to either score 75% in your class 12th board examination or be in top 20% percentile of your board. If you fail to satisfy either of above criteria then you won't be eligible for admission to any of the college through JOSAA be it IIT, NIT, IIIT or any other GFTI.Below is the link for top 20 percentile cut off marks for different boards.
