With reference to your query,  I would glad inform you that having date and time on the photo is generally considered as good practise but its also depends on in which form you are applying and what is their requirements . Like in some forms ,they ask students to upload self-attested photograph whereas in some forms they ask to write date and time . Its varies from place to place but yes it is always a good practice
