No, There isnt any subject individual cutoffs in BitSat exam . Only Branch Cutoffs are there.

But when it comes to admission process , they consider the person with higher maths marks out of the two people who scored the same marks in BitSat.

The preference order goes like :
Maths
Physics
Chem
12th Board Marks ( Yes they are also considered but only if your PCM marks in BitSat is same as that of the other person)

It may not be compulsory to score in English but it is advisable that you do score in english section because it will only help you to enhance your total score and your rank.

The questions are really easy and anyone who has the basic knowledge of language and grammar can score all of them right.
