This is because,
One can give JEE Mains entrance examination for a maximum of 3 consecutive years starting from the year of appearing 12th board examination .
For example,
Let us consider
your year of appearing for 12th board examination is 2021.
So, with 2021 as 12th board exam appearing year you are eligible for
4 attempts of jee main 2021
4 attempts of jee main 2022
4 attempts of jee main 2023
Let's suppose you didn't apply for jee main 2021 and jee main 2022 for any session, you will still lose your attempts of 2021 and 2022 and will be eligible for jee main 2023 only with 12th passing year in 2021

If I tell you about jee advanced then,
One is eligible for JEE advanced examination for a maximum of two consecutive years starting from the year of appearing for 12th board examination.
Now, if your 12th appearing year is 2021 .
Then,you are eligible for JEE advanced 2021 and also for JEE advanced 2022 only irrespective of you attempt them or not.
