The cost of education or tuition cost differs with the program of application and the country/university of admission.

There are certain countries which offer all programs free of tuition costs in government universities whereas others offer fully-funded programs through various sholarships/fellowships. Countries like France and Germany have free of cost education although the prerequisite is often that the specific candidates should be eligible to attend the program in French/German language of instruction. Apart from this, many universities around the world offer a certain number of applicants in each batch for most postgraduate programs a tuition exemption. No, reading abroad is not free at all. If you get scholarship on behalf of a university, it may be free but if you take initiatives from your side then it is not free at all, it is not enough to pay a lot.
