There is no such criteria for the picture to be same. You can check on the eligibility criteria in the links provided below. But even for safety and precautionary reasons, I will recommend you to use the same photo at both the places that will be better. Because basically the information that is filled and the photo uploaded is for the verification to confirm that the candidate is one and the same.

Yes, it is  necessary to fix same pic in admit card which us applied in application form of NEET. This helps the people in verifying that you are the same person who filled the application form. It is a basic guideline to ensure that no fake people write exam for some other people.
