To give CAT exam you need 50% IN GRADUATION and no more tough guidelines. Thus you become eligible to give exam.

Basically if you are aiming at top colleges like IIM's then yes your past academic records are considered.
Not all exams consider your academic records but IIM's do.

And its not only your past academic records, if you have fair amount of work experience that is also considered.
