Is it possible to have a BTech from IITs and MTech from any good university abroad?If possible is it advisory?

Make sure you do not enroll in the dual degree course of the IIT's if you want an M.tech from abroad. Also, try to do foreign projects under different professors from the institute you want to join, as recommendations will get you an easy admission to the institutes abroad.

Yes, its very much possible though universities abroad don't generally have M.Tech. Their study systems are different and most of them offer MS. However I think the biggest challenge for you would be to get into an IIT in a branch of your choice. So first step is to do that.
