You cannot, however, choose Garud as your first option. You must first complete basic training before applying for the Garud course while serving as an officer in your respective branch. Based on the vacancy and medical criteria, you will be called for training, which is in stages, very very tough, and the level of toughness increases as you progress to the next higher stage, and you must pass all. After that, you will be an IAF Garud. You can join at the age of 23 but you have to follow the criteria.
