If you meant UPSC then in order to appear for the exam you need to pass graduation in any discipline from a recognized university, you can apply even in the final year of graduation, the age limit is between 21 to 32 years for general category, however relaxation is offered to reserved categories, hence if you pursue your BA Defence which is for a duration of three years from any recognized university, and fulfill the other requirements then you are eligible to appear for the same,
