Tariq, any Government Medical College has to contribute 15% of its seats through All India Counselling. The remaining 85% of the seats are filled through State Counselling. And these 85% seats are solely for Candidates of West Bengal who fulfil the domicile criteria. West Bengal is not an open State and so all the 85% State Quota seats are filled by Candidates belonging to West Bengal following the Constitutional reservations.
