In order to get seat in any government college through WBJEE a candidate must be a resident of West Bengal for 10 subsequent years as on December 31, 2019 or parents of the candidate must be a permanent resident of West Bengal with a permanent resedential address.

So either a candidate or their parents must be a permanent resident to get seat in Jalpaiguri government college of engineering, Jalpaiguri.So you are not eligible to get seat in this college if you have not fulfilled the domicile eligibility.

However,if you are from general category you can seat in state aided universities/self financing institiutes without holding the doimicile of West Bengal.
