Jee mains special round counseling, is also known as csab special round counseling.

Every year csab special round counselling is done for filling the vacant seat into NITs, IIITs, gftis and IIEST. Now in CSAB special round counselling your CRL rank is used for counseling and seat allocation . Because as per the previous year cutoff Trends I have also observed that all the ranks written in each category are not the category ranks, it's the CRL ranks for every category.

So that means this year too, csab special round counseling will be based on your CRL rank.
