It is recommended to have a laptop or personal computer if you are learning programming. Because programming needs constant learning and that can't be acheived on a college lab computer because their is a time limit. And also there are many apps to code on smartphone but that does not provide the results which you can get on laptop or computer. It is recommended to have a personal computer or laptop.
