Both the specialization deals with the study of culture and interaction of different nations. However they are not same. They are different subjects that's why we have both specialization separately.

International studies deals with exploration of the cultural, social, political and economic issues that affect the people of different countries and regions.

However international relations deals to look at nations through the lens of their place within the community of nations.

Both are fundamentally similar but deals with different concepts. Hope this information is useful
